Welcome to the Council for Tribal Employment Rights
Dear CTER Member/Colleague,
On behalf of CTER and all of our member tribes we would like to thank you for your commitment and contribution to the continued growth and development of our national organization. With your help the national organization enjoyed an outstanding year in 2011. Over the past year we achieved a number of national organizational financial and program development objectives that have significantly and positively affected the operations and future of Indian Country.
Your membership dues and other forms of support enabled CTER to continue:

To enhance the organization’s lead role as the national authority and only Indian organization exclusively dedicated to enforcing Indian Preference and protecting tribal employment and entrepreneurial rights.

To provide a national voice and presence in the public, private and tribal sectors on sovereignty-based tribal workforce planning, development and management.

To continue our due diligence to better serve the needs of our Indian and Alaska Native membership to address challenges to Indian preference, TERO programs, CTER and the sovereignty of Indian/Native people in general.

To make available an updated national TERO directory, updated, sovereignty-based reference materials, model ordinances and other operational forms etc.

To furnish legal alerts, breaking news, legislative updates and relevant information via e-mail, fax or direct mail.

Develop mutually supportive and beneficial partnerships with NIGA, NCIA, NIBA, NARF and CERT to continue to partner in areas of common concern.

Establish & Manage CTER’s web page

Develop prototype models and materials for CTER’s Workforce Protection Act, Tribal Project Labor Agreements, Tribal project specific career focused training programs.
- Continue building mutually beneficial partnerships with National and International construction trades and union organizations.
Our unity and mutual support has been the strength that has helped us successfully overcome adversity in the past and amass a long record of accomplishments proven to be beneficial to Indian Country.
Based on the needs, values and priorities of our membership and Indian Country in general CTER is expanding into new areas in the coming year. The new developments will mean new tribal legislation and regulations, training in compliance and enforcement of the new act, developmental assistance with the additional administrative, operational and management that will be required at the local level.
In sum, CTER is your organization and has now written a new chapter in tribal self-determination and self-governance that will continue to have a serious impact on all aspects of tribal employment, training, business and economic development in Indian country.
CTER is a 501 (c) (3) non-profit organization with a sound record of accountability in the management of tribal, federal, and private sector funds. Enclosed is our 2012 membership form and invoice for this year’s dues. Please return the completed membership form and dues today. Thank you.
